The Navajo County Board of Supervisors approved a development agreement on January 13, 2026, for a large-scale photovoltaic solar facility with battery storage located about 10 miles north of Snowflake, spanning roughly 3,700 acres.[1] The project, developed by SE Cygnus, LLC as part of Clēnera's Snowflake Solar Complex, features up to 650 megawatts of solar capacity paired with a 400-megawatt battery energy storage system.[2]

On February 13, 2026, the board executed the agreement, ensuring compliance with local zoning, renewable energy rules, environmental standards, and site reclamation provisions.[3] Construction on the initial Snowflake A phase, comprising 600 MW-DC solar and 1,900 MWh storage, began in fall 2025 and is set to proceed through 2026 toward commercial operation in 2027.[4]

The agreement includes a $6 million one-time contribution from SE Cygnus to mitigate short-term construction impacts, funding support for fire and EMS services as well as public infrastructure.[3] Long-term property taxes from the facility are projected to deliver approximately $20 million to the Holbrook and Snowflake school districts and $5.5 million to Northland Pioneer College.

Additional revenues include $158,000 for the NAVIT Career and Technical Education District, aiding workforce training initiatives, along with allocations for flood control, public health, and library districts.[3]

As construction advances into the near term, the project sets the stage for potential expansion to subsequent phases of the Snowflake Solar Complex, maintaining activity in the renewable sector.
